Transport-error settings for perturbed runs.

Setting the four wind-error fields perturbs the particles’ winds (HYSPLIT’s WINDERR file). Setting the three mixed-layer fields perturbs each particle’s footprint by a random mixed-layer height error (ZIERR). Each group must be set in full or not at all.
